Your face fat naturally depends on your body fat. If your body fat percentage is high you ultimately gonna store fat near chin. Body very easily stores excessive fat in areas like face, waistline, thighs, butt. If your aim is to reduce fat only of a certain body part also known as spot reduction, is not possible and there is no scientific evidence to back up this idea. 

If you want to reduce fat only of a certain body part you will need to go for liposuction, a surgery which sucks the fat of the required body part but by this the skin of that area looses up and appears as a folded skin, so you will again have to go for surgery to cure this. 

This will cost money and sometimes it might get risky. Instead you should focus on to burn overall body fat rather than thinking of a particular body part. 

This might take some time and dedication but by exercising and following diet plan in proper proportion will bring the results.

The body mechanism works in such a way that  if your body fat is decreases by a percentage then it means all parts of body has lost that percentage of fat. Because if you store fat below your chin it ultimately means you have a high body fat. So its better to focus on overall fat reduction.
